The 06 format and the 097 trap
Dutch mobiles are 06 plus eight digits at home. After +31 the 0 disappears and you're left with nine digits beginning with 6, for example +31 6 12345678. The length is fixed, so the usual mistake isn't the count but keeping the 0 after selecting +31, which gives OpenAI ten digits it can't route.
Watch for the 097 range too. Those longer numbers are allocated for machine-to-machine connections like smart meters and trackers, not for people, and they don't work for app verification. OpenAI takes mobile numbers only, and an SMSCreation Dutch number is an ordinary 06 mobile.

Codes, resets and phone-only accounts
