How Google Voice works
Google Voice gives you a US phone number tied to your Google Account. You pick a number in the Voice app or on voice.google.com, and during setup Google texts a verification code to a phone you already have. Calls to your Voice number can ring linked phones, and you can call and text from the app or a browser.
