Eleven digits: DDD plus the ninth digit
A Brazilian mobile has eleven digits after +55: a two-digit area code (DDD) and a nine-digit number that starts with 9. Anatel added that leading 9 to all mobiles between 2012 and 2016, so older contact lists and some foreign-built forms still expect eight digits. Keep the 9; without it the number doesn't exist.
Brazilians also write long-distance numbers with a 0 and a two-digit carrier code in front, like 0 21 11 9…. Strip all of that. On OpenAI's screen, change the country from its United States default to Brazil and type the DDD and nine digits, with no 0 and no carrier code.

How the code reaches a Brazilian number
