How Brazilian mobile numbers work
Brazil's country code is +55. Every number starts with a two-digit area code called the DDD (Discagem Direta a Distância), such as 11 for São Paulo, 21 for Rio de Janeiro or 61 for Brasília. Mobile numbers are tied to the DDD where the line was registered.
After the DDD comes the subscriber number. Anatel, the telecom regulator, completed the move to a ninth digit for every mobile number in the country in November 2016, so all Brazilian mobile numbers now have 9 digits beginning with 9, written 9XXXX-XXXX. With the area code, a mobile number is 11 digits: (11) 96123-4567, or +55 11 96123-4567 internationally.
Landlines have 8 digits after the DDD and usually start with 2 to 5, so a number with 10 digits in total is almost certainly fixed and can't receive SMS.

The trunk prefix and carrier codes
Brazil's domestic dialing has a twist that confuses foreigners. For a long-distance call inside Brazil, you dial 0, then a two-digit carrier selection code for the operator you want to carry the call, then the DDD and number, for example 0 + 15 + 11 + 96123-4567.
None of that belongs in a sign-up form. Internationally a Brazilian mobile is only +55, the DDD and the 9-digit number. If you copy a number from a Brazilian contact that begins with 0 and a carrier code, strip them before adding +55.
Prepaid SIM rules in Brazil
Anatel's prepaid registration page explains that to register a pré-pago line, the customer provides their CPF number, date of birth and residential postcode (CEP).
