The +31 6 format, and why 097 won't do
Dutch mobiles are written 06 12345678 at home. Internationally the 0 drops away: +31 6 12345678, always nine digits after the country code and always starting with 6. Typing +31 06 12345678 gives ten digits and an invalid number.
The 097 range is separate. Its longer numbers are allocated for machine-to-machine connections such as smart meters and trackers, and they aren't meant for personal verification. Discord wants a mobile number, and an SMSCreation Dutch number is an ordinary 06 line.

Caveats
A Dutch number clears Discord's phone requirement, but it doesn't bypass the rules a server's moderators set, and it can't sit on two accounts at once.
