How UAE mobile numbers work
The UAE's country code is +971. Inside the country, numbers are dialed with a leading 0, the trunk prefix, which you drop when writing the number internationally.
Mobile numbers start with 05 at home. The Telecommunications and Digital Government Regulatory Authority (TDRA) lists the mobile ranges as 050, 052, 054, 055, 056 and 058, and a number can move between the two main operators, e& (formerly Etisalat) and du, while keeping its prefix. So the prefix no longer tells you reliably which network a number is on.
A UAE mobile number has 10 digits written locally, such as 050 123 4567, and 9 digits after the country code: +971 50 123 4567. Landlines use area codes instead, for example 04 for Dubai and 02 for Abu Dhabi, and cannot receive SMS codes.

Local SIM rules for visitors
Every mobile line in the UAE is registered to an identity. TDRA's consumer FAQ says visitors can obtain mobile SIM cards with their passport (or a GCC national ID for Gulf citizens), subject to the operator's conditions and for a limited period, and that visitors can hold up to two SIM cards per service provider.
The same FAQ explains that when a visitor subscription expires, the operator must disconnect the SIM if valid registration details are not provided within 48 hours. Residents register with their Emirates ID instead. In practice that means a visitor SIM is designed for a trip, not for keeping a UAE number for years from abroad.
You also need to be in the UAE, in person or through the operator's own channels, to buy and register one, which is why a SIM doesn't help if you want a +971 number before you travel.

Tips for UAE numbers and verification

- Check the digit count. A UAE mobile has exactly 9 digits after +971; one missing digit is a common reason a code never arrives.
- The UAE is on UTC+4 all year, with no daylight saving. From Central Europe that is two to three hours ahead; from India it is 1.5 hours behind. Expect calls back during Gulf business hours.
- If an SMS code is slow, wait a minute before requesting another; repeated requests can trigger rate limits. Choose a voice call if offered, since incoming calls are unlimited.
- Keep the number renewed. Apps often ask for a new code when you log in on a new device.
