The Dutch format Google expects

Dutch mobiles are refreshingly uniform: 06 plus eight digits at home, or a 6 plus eight digits after +31, nine digits in total. Pick the Netherlands flag in Google's phone field and type 6 12345678. The one mistake people make is keeping the 0, which turns a valid number into +31 06… and gets it rejected.

Google's verification, first time and afterwards

When Google wants proof that a real person is signing up or signing in, it sends a one-time code by text, or rings the number and reads it out if you choose the call option. Both arrive on an SMSCreation number: texts in the dashboard inbox, calls in your browser. If you asked for more than one code, enter only the latest.

Google also enforces per-number limits on account creation and on how often a number can verify. A number shared among many users runs into them; a number that only you use does not start with that record. After the first code, set the number as recovery phone and 2-Step Verification phone. Google can take up to seven days to fully trust a newly added number, and for a week after a change it may still send codes to the previous details.
