Writing a +63 number for Discord
Philippine mobiles are eleven digits at home, starting 09, as in 0905 123 4567. Internationally the 0 goes: +63 905 123 4567, ten digits after the country code. Keeping the 0 after +63 is the usual cause of an invalid-number error.
The three digits after 0 used to indicate a network, but with mobile number portability they no longer do, so an unfamiliar prefix isn't a problem. When Discord calls a number invalid, its advice is to re-enter it in international format with the correct country code.
