Length is the other surprise. Depending on the block, a German mobile has either 10 or 11 digits after +49, and both are correct, so never add or remove a digit to make it look like a friend's number. Germans also write numbers with slashes or brackets, such as 0151/23456789; strip those characters before pasting into Google.

How Google verifies, and when it asks again
Google requests a phone check when it wants to confirm a real person is behind an account creation or an unusual sign-in. The code comes as an SMS, or in an automated call if you pick that. Google also sets per-number limits on how many accounts can be created and how often a number can be used to verify. Why is my German number longer or shorter than others?
German mobile blocks come in two sizes, so a number can have 10 or 11 digits after +49. Google's form accepts both. Enter the number exactly as your dashboard shows it.
Google says my German number is invalid. What went wrong?
Usually the leading 0 is still there. With the German flag selected, start from the 1 of 15x, 16x or 17x. Also remove any slash, bracket or space you copied from a German-style notation.
