How Instagram confirms and re-checks
Instagram texts a 6-digit code when you add a number; entering it confirms the number. A confirmed number is required for SMS two-factor authentication, and the number you enter during two-factor setup becomes the confirmed one. With two-factor on, every login from a device Instagram doesn't recognize asks for a new code.
Find the settings under Accounts Center > Password and security > Two-factor authentication, or Meta Account settings on some profiles. You can choose text message or WhatsApp delivery and download backup codes. Do it while you're logged in: backup codes cover the moment a text can't be delivered, and Instagram says it can't restore an account whose email and phone are both lost unless it's linked to Facebook.
